A good free alternative to Adobe Acrobat is LibreOffice Draw. It is a vector graphics editor which allows opening of PDF files and editing them. It also has many features of Adobe Acrobat DC. At the same time it may have slower load times (especially for larger PDF files) and some layout problems. It may be worth trying it before switching to paid version of Adobe Acrobat DC to see if LibreOffice has all features which you need for PDF editing and creating.
